Apprenticeship Subcontracting Rationale

Cheynes Training Limited may occasionally subcontract specific components of its apprenticeship programmes. This will only occur when there is a formal agreement in place with the employer. In such cases, subcontracting will only be carried out with approved Apprenticeship Training Providers listed on the Register of Apprenticeship Training Providers (RoATP), ensuring the continued delivery of a high-quality apprenticeship experience.

Subcontracted provision may occur in the following instances:

  • When it enhances the opportunities available for learners or employers
  • Where it allows better access to high quality training facilities
  • Where it improves geographical access to our training and support

We pride ourselves on delivering high-quality training and support materials. While our academies across the country offer apprentices a range of study locations, there are occasions when employers or learners request our involvement because the local apprenticeship provision available to them does not meet the standards or effectiveness that employers expect. In such cases, and only when we can confidently assure the quality of the external provision, we may establish a delivery partnership to complement our own provision. These arrangements will only be made when they clearly benefit both the employer and the prospective apprentice, helping to expand access to excellent training and assessment across a broader community. Every partnership is carefully managed, with high service standards that are regularly reviewed to ensure continued excellence.

We may also choose to subcontract parts of our training provision when not doing so would result in disadvantage—either to individuals with protected characteristics under the Equality Act, or to others facing broader barriers to opportunity. In these cases, we will only work with third-party providers who have successfully passed rigorous due diligence checks. These checks ensure that their standards of quality and ethical practice align fully with the values and expectations we uphold as an organisation.

Whenever we engage in subcontracting, we remain fully committed to the delivery of a high-quality apprenticeship experience. We will also ensure that any management fees charged are fair and proportionate to the level of service provided. We will actively manage the relationships between all parties involved to guarantee that both the apprentice and the employer benefit from a learning journey that highly effective and as well-supported as possible.
